Jordan Plaza was concieved by Brother Luther T. Woodard, Charman of the Oklahoma Black Republican Council when he became aware of available funds for non-profit organizations for senior citizens and handicapped housing through the Housing and Urban Development Authority (HUD).

Brother Woodard, a trustee of First Baptist Church North Tulsa, was also aware of one of the dreams of Reverend LeRoy K. Jordan to build a senior citizens complex for low income housing.  He made this information available to the Pastor and presented it to the church.

The church voted to accept and pursue the challenge with Brother Woodard who served as project coordinator.  The church purchased a city block of property across from the church in 1983, for a proposed 100 unit senior citizens complex, to be named Jordan Plaza, Inc.

Brother Woodard immediately began the pursuit of acquiring funds for Jordan Plaza I.  After completion of Plaza I, he also obtained funds for Jordan Plaza II and then another grant became available for the Tulsa area and he was instrumental in obtaining this grant to build Jordan Plaza III.  His contact with Roy Gardner, Director of the Tulsa HUD Authority, Oklahoma Senator Don Nickles and many others helped make this project a reality.
